I see that one of the trends in The Flash is trying to evaluate who the villain is every season. I know all of you are wondering about who Savitar is and I have a few ideas about who he could be. I am definitely sure that it is one of these people on this list.
We know that Savitar expressed that Barry is there when he becomes who he is which means Barry probably saw the identity of who Savitar is before he obtained his silver attire/armor that makes him look like a machine alien.
So let's not waste anytime and hop into who Savitar could be...

Future Kid Flash / Wally of the future
I know that it is a bit of a stretch, but I would not be surprised if future Wally became Barry's enemy. In all honesty, Wally does have his moments of arrogance ever since he has become a speedster. Savitar is pretty arrogant. Also Savitar did make a mention that he had plans for Jesse Quick and he also didn't seem like he was putting in a huge amount of effort to kill Jesse. We know that Wally loves Jesse so that would make sense. Flashpoint did ruin Wally's life to a degree because originally Wally was a speedster and he did go through all of the nightmares and issues before he became Kid Flash. It is possible that he killed Iris as a way to get back at Barry as well as a way to grow. Wally probably does feel like he competes with Barry all the time, so it wouldn't be surprising if he was Savitar. I mean he could drop the "Kid" and just want to be the only Flash.

Julian
Julian is the only person that we all know for sure that had a true connection to Savitar. He helped him to create metahumans who lost their memory from the other timeline that Barry created. Julian also despised The Flash and Barry at one point. It could be possible that Julian blames Barry for everything that happened including the fact that Killer Frost has returned. Julian's motives for killing Iris could be that Barry was only concerned about saving Iris that he didn't even consider to worry about Caitlin. Also Julian is a new addition to this timeline, so it wouldn't be surprising considering Savitar showed up to this timeline after Barry created Flashpoint.

Jay
Savitar expressed that Barry trapped him in the Speed Force for a long time. Jay took Wally's place in the Speed Force and Flash is supposed to go back to save him. It is possible that being in the Speed Force for an extended period of time could have affected Jay. Plus Jay Garrick knew the most about Savitar and even referred to him as being a god.

Barry from the future
A lot of people have been saying that Barry could be the villain. Savitar expresses that Barry doesn't deserve anything that he has and it maybe because Barry messed something up to the point where he just gives up on everything. Savitar expressed in Season 3 Episode 15 as he spoke through Julian that only one of them could live which is why he became enemies with Barry. Only one Barry per time line I suspect. Also Barry's creation of Flashpoint most likely is the other reason why he could have became Savitar because the selfishness from Barry's creation of it caused everything to go down hill for everyone.
It is also possible that Savitar may want Barry to look at himself as if he is a god instead of him remaining humble. Savitar ends up destroying the city in the future and it is possible that he destroys it because of the death of Iris. Iris could have been the one focus that kept Barry grounded and losing her could alter him into a completely different person. Savitar even expresses to Iris that he is sorry that she has to die, but it's her or him.
He even says, "I am the future, Flash..." but did he actually mean "I am the Future Flash??"

Savitar can open breaches which is something Cisco can do as well. If you guys recall, Cisco's evil other half even expressed to him that Cisco had the potential to be a god and that there was endless potential to his power in Season 2 of The Flash. The Flash has caused Cisco to end up in a lot of bad situations and his brother was even killed because of the changes that involved Flashpoint. Cisco doesn't have anything to lose except his friends which is also something that relates to Savitar. Savitar expressed that he had absolutely nothing to lose in a previous episode. Savitar also appears to be clairvoyant.. which is a power that Cisco also has. There are subtle similarities to Cisco, but how Cisco would even become that evil is far beyond my understanding. Also Cisco isn't that close to Iris so it honestly wouldn't affect him that much to kill her and majority of this entire season has kind of been about saving Iris. He could have planned this entire scenario.
Overall, any one of these people could be the villain... My bets are set on Barry or Cisco though.
